appchk warning for questionable libs/interfaces

Bug Description
From the Dec'05 f2f, there was a request to add a warning mode for appchk for
interfaces or libraries that may provide an encumberance due to implementation
license. Recording this bug so the discussion is not forgotten. Presumably the
idea is if a library has gone in to LSB knowing that use of the library may not
be without consideration for all developers, that we should have flagged that
somehow in the DB and appchk could have a warning mode which reports on the use
of interfaces from that library if requested. The DB doesn't track such issues
at the moment (we haven't really let any in). Note that lsbcc has a warning
mode now that reports library links that were automatically turned to -lstatic,
perhaps this check could go into lsbcc? Marked this an enhancement request as
not sure this is mandatory for release.
