-t <template name> may require template_name/language_name format

Bug Description

I work on the Turkish translation of openERP. A bunch of modules (about 200) are translated as part of a single project called openobject-addons . Within this there are templates for each MODULE. Just using the template name does not work ( I am not sure if it works for other projects, I haven't used any other).

The url lp-translation-tools generates for upload is: (for a sample module names hr-timesheet-invoice)

https://translations.launchpad.net/openobject-addons/trunk/+pots/hr-timesheet-invoice/+upload

But when I manually find the upload link, the url is:

https://translations.launchpad.net/openobject-addons/trunk/+pots/hr-timesheet-invoice/tr/+upload

Note the 'tr' (for Turkish) string after the template name.

This is really a DOCUMENTATION bug because when I enter -t hr-timesheet-invoice/tr it works. The usage: info should reflect this as it does in -p <product or distribution name>/<series name> .

Seems to work fine otherwise.
