Bug Description
When uploading a directory (which the script tars up), it can be useful to exclude certain file name patterns. This makes it easier to:
1. Exclude translations from the upload, so a scheduled job can regularly check out a project's latest templates and upload them to Launchpad. The translation files generally flow the other way, so you don't want those in the upload.
2. Upload an existing working directory straight to Launchpad Translations, but leave out most of the files that aren't translation-
