Bug Description
11740 has the ec2 commands - [bug=xxx] but not commit message body, we think perhaps the db has '' as the message and the ec2land is in correctly check for 'is not None' rather than 'not'.

We don't have standards for the body to my knowledge. If we want to add them, we ought to add them to ec2 land, bzr lp-land, and the PQM regex.
