Streaming video stutters in full screen mode in LM9 RC1

Bug Description
Watching streaming video from sites such as Youtube, BBC Iplayer and live TV from, for instance, BBC TV through a browser stutters seriously and appears to run at about 1fps although the audio is spot on. This has been tested by myself using Chromium, Firefox and Opera browsers and the result is the same in all.
One user with this issue has reported being able to stream via Totem without a problem.
Any video played directly from the PC is fine, including flash video which I have downloaded to the PC to test.
