Region not set after install

Bug Description
Upon install, Linux Mint 18 Cinnamon x64 after install does not assume Language Region in the "System Settings - Language" window. That only happens after manually clicking the button "Apply to the all system".
Possibly related to this issue, it also does not install all the language files for many 3rd party packages. For example gnome-base and Firefox. That only happens after manual confirmation in the "Install/Remove Language" dialogue.
Maybe more important, no spell-checking is installed by default, even after setting the region. Hunspell-pt*, hyphen-pt* and mythes-pt* are expected by the users to be installed at this point and there are internet reports that this happens in other languages.
I believe that may not be the intended standard behaviour. I have seen this behaviour with “Portuguese, Portugal” but it is likely that this may affect more languages (than the one I use).
This issue also occurs in Linux Mint 17.1, 17.2 and 17.3 Cinnamon x64 and LM 18 x86.
