Mint-Y-Darker theme does not apply properly

Bug Description
Mint-Y-Darker theme does not apply properly. After changing from Mint-Y-Dark to Mint-Y-Darker in the controls section, there is no noticeable change in the appearance of the windows and menus except change in font color in some of the dialog boxes.
See in the attachment Mint-Y-Darker is selected but the applied theme is still Mint-Y-Dark. even after logging out and restarting the problem persists.The other themes work as the should.

In Nemo 3.0.6, I typically use "View" -> "Extra Pane" a lot, and when the background colour of the boxes were white, it was easy to see which pane was active.
Now the panes are dark. While I much prefer them in the dark colour under this Mint-y Dark theme, the problem is that it is more difficult to make out which of the extra panes are active. Could we look at perhaps a red border around the active pane?
