File-roller: Can't set password to .tar.7z files

Bug Description

I'm using Linux Mint 17.2 (archive manager ver 3.6.3) and it was nice to find out that the compression utility integrated in the Nemo file manager fully supports to set a password for formats like RAR, ZIP and 7Z, but doesn't for TAR.7Z files.

It's a TAR file put inside a 7Z file, so since 7Z supports setting a password when 'p7zip-full' is installed, why is it not possible for TAR.7Z files?

This is still an issue in Linux Mint 18.3.
