Bug Description
Using Linux Mint 16, Mate on a HP laptop, model 2000-2d60dx.
If the computer is running with AC connected, unplugging AC will cause the screen to freeze.
If the computer is running on battery, plugging in AC will cause the screen to freeze.
Happens every time.
Additionally, under the 'On Battery Power' tab in Power Management, if you have either the 'Reduce backlight brightness' checked or the 'Dim display when idle' checked, the computer will not boot up unless you have the AC connected.

i suppose your laptop has two video cards, a low-power video card and a hight power NVIDIA/ATI graphics card.
Switching between low-power and high-power video cards is the most likely culprit. To confirm, disable one of the video cards, and see if the problem goes away.
It may even be more of a problem for TouchScreens because they have to maintain two calibrations, one for each card.
