Mobile broadband USB dongle unrecognised / long time to recognise

Bug Description
# Linux Mint 16
# As with Mint 14 and 15, l put the mobile broadband USB dongle into the laptop.
# What l expected was to hear some "woody" knocking sounds, as if pencils were being knocked around in a wooden pencil case. Then l expected to wait around 10 seconds, to hear one more of those funny "woody" sounds. That final sound would mean that the USB broadband dongle has registered, and then l would just need to clock on the connection icon on the task pane, and select the mobile broadband option, and then wait for the internet to start, and that would be it (of course then l would start Firefox etc.).
By the way, l would even be able to have the dongle plugged in before even logging into Mint, and in the time taken to log in, the dongle would be primed for use (of course, l wouldn't hear any of those "woody" sounds as l wouldn't have been logged in while the dongle was being primed / registered). That was so convenient.
# Instead, with Mint 16, the dongle either doesn't register at all (including when l have it plugged in prior to even logging into Mint 16), taking repeated plug in attempts before it finally does register, or it just takes absolutely ages, like 1 or 2 minutes to finally register the dongle.
# This whole problem is a permanent feature of Mint 16 it seems. I'm sorry but this makes Mint 16 worse than Mint 14 in what l can see. I'm sure you have done a lot of important upgrading stuff in the background, but in what l can see (also bearing in mind a few other bugs l'm about to report), l really don't think Mint 16 is better than 14 or 15.
