Bug Description

# Linux Mint 15
cinnamon-screensaver 1.8.0+olivia

# Synopsis
cinnamon-screensaver does not power off a display when screen lock is active. It appears that lock screen functionality is dependent on the display power off timer. With the screen lock configured to "on" the display powers off, activates the lock screen function of cinnamon-screensaver, which then prevents a display from ever powering off.

As of 1.8.0+olivia It is not possible to configure the screensaver to power off the display "x" minutes after the lock screen has engaged.

# Example: preferred flow
active > lock screen (after 10 min of inactivity) > power off display (after 10 minutes of inactivity in locked screen mode)
