Language settings are not saved during OEM Installation

Bug Description
If I install OS via OEM installer I can choose default system language. The problem is, that this language is installed in the OS, but if end-user chooses different language than English he ends up nevertheless with English system. No matter, that English is below other languages in Language settings.
To change languge you have to logout and choose correct language from the list in login screen. There is always English by default. I've tested this with both German and Polish in both Mint 13 and 14.
By Ubuntu there is no such problem. If end-user chooses German/Polish language during system preparation he can make user account in this language and then have whole system in the choosen language by default.
I think that problem affect all non-English languages. It can be OEM installer problem or login screen problem.
choosing language after installation wants to download language-support packages, which fails. Manually executing apt-get update und retrying helps. Maybe the oem-setup tries it too, but fails because it forgets to apt-get update first?
