[language support] change UI language does not take effect until "Apply System Wide"

Bug Description

Version 14 Cinnamon Edition

While I change UI language in language UI it does not take effect even I log off or reboot, until I click the "Apply System Wide" button then reboot. In another word, different users cannot have different UI languages.

It is 100% reproducible.

I have exactly the same problem but in Version 14 Mate Edition.

I tried to reinstall language packages, but it didn't help.

After google for a while a found a kind of "workaroud". If I select a language I have not installed in my system at the login screen I get an error when the session is open, saying that the corresponding language package is not installed, but then it correctly applies the language selection I set in configuration.

I must say that my default language is Spanish and that's correctly applied, but I wanted to create a different account to use german language, which I am learning. That's the language is never applied unless I make the previous described trick.

I`am using Mint 17 Mate edition, and when I logging in user, whose locale is set different from system locale, then language settings in config file ~/.dmrc does not applied. After some research, I think I should note - it happens when in user options enabled "login without password". If I disable this option, then personal locale of user is back.
