Moving Cinnamon panel in dual monitor setup causes Cinnamon to crash

Cinnamon is not playing nicely with my dual monitors. This is the third of 3 bug reports I am filing.
I have the Cinnamon panel set to be on the bottom. It appears on my primary monitor. If I open up the panel settings and change it to the top, when I restart Cinnamon, it essentially crashes. I get no panel and no desktop icons. I can open a terminal by right-clicking in the desktop, but the window is not fully functional. I have to log out and log back in using a gnome-fallback session and them manually run cinnamon-settings to restore the panel back to the bottom and get back to a working system.
I really like Cinnamon, BTW -- you all have done a great job. Just want to report the problems.

This is affecting me as well. Additionally, if the screen on the right side is larger than the screen on the left, the wallpaper does not properly resize to fit the window. See attachment for a screenshot.
