Boinc Manager hangs when clicking on notices tab

Bug Description

I have been witnessing a problem in which the Boinc Manager will hang when clicking on the notices button in the simple view and it brings up the window for the notices. This new window fails to show the notices and Boinc Manager then becomes unresponsive.

In the advanced view, the default is for the notices tab to be shown first and so Boinc Manager hangs as soon as you switch to advanced view.

I tried to run Boinc Manager with gdb but it seemed to run ok when using gdb.

Have a similar problem, boinc freezes on the first tab. Nothing works except closing window. Next time boincmgr started freezes again. I have Ubuntu 12.04, boinc manually installed in \usr\bin\boinc folder with an sh script. Running Test4Theory project. And yes there is a picture on notices page.

After disabling peerguardian everything is OK. Seems to me that boinc don't like when something blocks connections.
