Transfer window size don't saves after restart

Bug Description

- Detailed description of the issue
After linuxdcpp restart transfer window size becomes a bit less than was at previous start.

- Steps to reproduce
1. Start linuxdcpp
2. Increase the size of a transfer window
3. Restart linuxdcpp

- Expected results
Transfer window size should be the same as before restart

- Actual results
Transfer window size becomes a bit less

Can you confirm that this only occurs if you have the main window maximized? That's the only way I could reproduce, but my transfer window gets bigger not smaller. If so, this defect is similar to bug #354979 (same root cause, at least).

Previously I see that transfer window size becomes a bit less when window was not maximized.
But I never see this again. May be it because of system update.
If window maximized then transfer window gets bigger as you describe.

@Steven: Yeah, this is the same issue about loading the values when the window is unmaximized and saving the values when the window is maximized.

In this case, the transfer pane is anchored to the bottom edge. It would work if we anchor it to the top edge, but instead of doing that, maybe we should just briefly unmaximize the window before getting the dimensions / positions?

Window is maximized, after reboot does not store the location of panels. Chat is always close panel users...
