Bug Description
If a user recently searched for the word "elementary", the user should be able to drag "elementary" from Recent to Bookmarks to bookmark it. In addition, it should be possible to drag items found under Recent and Bookmarks away to remove them from the history and/or bookmarks, respectively.

Dunno about the drag to remove thing. Seems like a HIG issue. Not saying it's a bad idea, but I don't want to invent UI behavior that seems like it might be broadly-sweeping in implication if we have a chance to define a standard.
Dragging to/form recents seems like a good idea to me.
