TBB can not be built for ARM <v7-a after Linaro changes

Bug Description

TBB 20130314 got support for ARMv7a. But due to it can not be built for older ARM cores:

| ../../include/tbb/machine/gcc_armv7.h:39:2: error: #error Threading
Building Blocks ARM port requires an ARMv7-a architecture.

IIRC we would need copyright assignment to get that merged upstream.

ARMv7a support was done by ARM Ltd. and I prefer not to try to get anyone from ARM to handle that patch. Going though legal would take eons.
