Bug Description
On ci.linaro.org, we have squid cache hosted on ephemeral storage, which means it's not retained over instance stop/start. This causes squid to fail to startup after such cycle, because there's not even basic directory structure for cache. So, we either should make a custom startup script which would run squid -z, or move cache to persistent storage.

To start squid, as root:
mkdir -p /mnt/spool/squid
chown proxy.proxy /mnt/spool/squid
/etc/init.d/squid start
