android build timeout with native toolchain builds

Bug Description

Most of the android builds are being aborted due to build timeout that is caused by slow bzr cloning of toolchain sources. I am currently disabling toolchain builds in all the builds except nexus for now unless we find a better way to host toolchain and use it in the build.

The issue is blocked on toolchain being hosted on bzr

Bero: This should be fixable as we move to 4.9 though, given 4.9 lives in a git repository and we don't have to rely on bzr -- git can go into the manifest.

There are only 2 builds come with native tool chain on Linaro Android build services:

https://android-build.linaro.org/builds/~linaro-android/galaxynexus-aosp-master/

https://android-build.linaro.org/builds/~linaro-android/flo-aosp-master/

There is no information on the first one and the gcc version on the second one is still 4.8, with NOT_BUILT status.

@Bero, would you help to close this bug as "Won't Fix"? If we decide to work it in future then we can open a new one in Bugzilla.
