aac-enc: Fraunhofer FDK AAC Codec Library

Fails to build on aarch64:

This needs porting as it is part of android as well.

aarch64 basic support Edit (537 bytes, text/plain)

With this patch, fdk-aac builds. It however warns that it might be extremely slow.
