Worker haproxy driver should set uid/gid on stats socket

Bug Description

Change libra/worker/drivers/haproxy/driver.py to set the uid/gid of the socket to the same user haproxy is running as. Then we can remove the use of 'sudo' to read it, and possibly improve performance (removing 5s resolver delay?).
