Bug Description
The build system has rules to distribute the sources built from the .i file. However the rules to build those sources may not be sufficiently turned off when building from a tarball. Some methodical testing is required (e.g. changing the .i file, or one of the intermediary files in the dag) without SWIG installed, but the language being built, to find out what happens.
