Adding help tips for explaing what do elements of GUI mean?

Bug Description
There are several GUI design "bugs" reported on Lernid:
Select the Session tab to see classroom lernid material is confusing:

IRC channel names are not so important in Lernid, lower font or remove info:

I think all of them have the same problem - explaining help what does some of the GUI element means. I am suggesting to add on mouse over help tips, just like on "Question" checkbox when mouse is moved over and pop-up message appears. We could do the same thing for Session tab and also for displaying a names of irc channels.
But I also suggest to add a new option in View menu to turn on/off this helps tips, because they are excellent for newcomers, but can get annoying for experienced users.
