Allow a user to type in #ubuntu-classroom when the room is unmoderated

Bug Description

As per our discussion in #ubuntu-devel

My request is that when #ubuntu-classroom is -m, that a Lernid user be able to type in the #ubuntu-classroom channel. This is needed because there are many instructors who do not make #ubuntu-classroom +m when they teach, and as such want questions asked in #ubuntu-classroom so they do not have to deal with the #ubuntu-classroom-chat channel. When #ubuntu-classroom is +m, my request would be that the ability for a user to type into #ubuntu-classroom be taken away, allowing them only to type in #ubuntu-classroom-chat.

There should also IMO be a FAQ that goes along with this saying something like, when the room is moderated, you won't be able to speak in #ubuntu-classroom, please ask questions in #ubuntu-classroom-chat

my inclination would be to make Lernid rock as an instructor tool, making it easier for instructors to deal with questions in the -chat channel and make it easier for instructors to work with the classroom being +m

Could we rely on a "moderated" flag in the session description in the calendar to trigger this on (only on during a session and when that session description says moderated: no)?

John, since we sometimes toggle whether a channel is moderated, the ideal solution would be to check what channel modes are active on the channel (/mode #ubuntu-classroom). If the +m mode is active, the channel is moderated. Parsing the ical would work in most cases. ClassBot will set +m if there is an 'Event' field and 'Moderated' is not set to 'No', or if 'Moderated' is set to 'Yes'. However, you would occasionally run into problems if the moderated channel mode is toggled on the fly.

Getting access to a signal when the moderation mode is toggled has been a problem. Now just checking the mode is an even bigger problem due to a telepathy api change.
