Allow a user to type in #ubuntu-classroom when the room is unmoderated

Bug Description
As per our discussion in #ubuntu-devel
My request is that when #ubuntu-classroom is -m, that a Lernid user be able to type in the #ubuntu-classroom channel. This is needed because there are many instructors who do not make #ubuntu-classroom +m when they teach, and as such want questions asked in #ubuntu-classroom so they do not have to deal with the #ubuntu-
There should also IMO be a FAQ that goes along with this saying something like, when the room is moderated, you won't be able to speak in #ubuntu-classroom, please ask questions in #ubuntu-

my inclination would be to make Lernid rock as an instructor tool, making it easier for instructors to deal with questions in the -chat channel and make it easier for instructors to work with the classroom being +m
