Several other people have had this problem due to the ubuntu->launchpad synchronization being slow, so I waited a couple of days, but Launchpad still won't import it.

The problem is his key, while accepted on the key server, is a v3 key, which Launchpad does not support. Had he been given an accurate error message his issue could've been resolved much more quickly.
