‘Dismiss all suggestions above’ also disables ‘New translation’ field

Bug Description
If you tick the option "Dismiss all suggestions above" in a translation string, then Launchpad does not allow you to type a new translation for the said string. This is annoying and confusing, because the checkbox says *above* and not *below*.
