Bug Description
The help link for the work items text area appears above the header. I think it'd look better if it'd show next to the Work Items header like we do for the bug tags field.

That's not ideal indeed but doing anything else would be rather tricky as the HTML of the work-items field is generated by TextAreaEditorW
