Please give permissions to tue Ubuntu Translations Coordinators team to request full language pack exports

Bug Description

Right now only rosetta-admins and ubuntu-langpack members have write access to the language pack generation admin page at:

https://translations.launchpad.net/ubuntu/precise/+language-packs (e.g. for Precise).

We'd like to allow community contributors from the ubuntu-translations-coordinators team to be able to help in the administration of language packs, so I'd like to request the permissions on that page to be extended to allow the ubuntu-translations-coordinators team to change the page settings.

It looks like this would be a change to the is_langpack_admin method of DistroSeriesLanguagePackView in lib/lp/translations/browser/distroseries.py.
