Bug Description
following on from bug 678090: sorting bugs by the number of affected users only considers users who are directly affected, not those affected by a dupe.
some possible solutions:
* keep a cache (updated by triggers?) of the total count of affected users across all dupes
* sort by a subquery type expression (probably infeasibly slow)
* stop offering sort by affected users and sort only by heat (I dislike this knowing about user impact is worthwhile and heat is overly affected by other factors.)
