Karma category names need updating and recapitalizing

Bug Description
The names of Launchpad's existing karma categories need updating, both because of the renaming of Launchpad's applications, and because they don't match the capitalization style used in the rest of Launchpad's headings.
An incomplete list:
* "Bug Management" -> "Bug tracking"
* "Specification tracking" -> "Blueprints"
* "Support Tracker" -> "Answers"
* "Translations in Rosetta" -> "Translations"

Since they're stored in the database, it's easy to create a page for admins to edit the name/title of the existing karma categories. I'll check with matsubara if he can do it.
