rosetta-pofile-stats.py will never complete - 8+ days runtime

Bug Description

Runs of rosetta-pofile-stats.py have been taking over 8 days. As part of fastdowntime db deployments, we expect weekly or more frequent short database outages. This means it will always be killed before completion.

We either need to make it resilient to outages, or make it do its work in sane sized chunks rather than one big multi hour task.
