Package name search gives equal weight to substring and whole-word matches

Bug Description
When reporting Ubuntu bugs, the search dialog used in the "Choose..." gives equal importance in the result list to substring and entire word matches. Example: search for "oxygen" and see Doxygen returned as the top match. The list is at least alphabetized, but the dialog would be more user-friendly if it showed exact matches first, and then the rest in a separate section.
(By "Entire word" in package names, I mean alphanumerics between two hyphens, since that's the naming convention used in packages.)
