distributions cannot be renamed

Bug Description

As a use case, the principia distribution needs to be renamed to 'formulas'.

This is currently only possible with direct SQL.

Doing something like this requires -much- more work than just SQL in the general case: you have to update archives, sources.list entries (potentially on millions of machines).

I'm not going to mark this 'wonfix', but anyone thinking of implementing this needs to understand the scale of the undertaking.

LP hosts 2 types of distros - ones we publish to disk and ones that exist so people can file bugs on them (not published).

We can trivially add a rename function for the latter. Renaming the former needs to NEVER, EVER happen if it has published packages until we have a way of aliasing the repo structure so it doesn't include the distro name. However, that is a little controversial since it's very desirable to have actual human-readable distro names in sources.list.

I added the derivation tag since historically "derived" distros were the ones that were never published. That will change because derived distros are going to be published soon.
