Bug Description
Branch scanner job fails with a BadUrl exception.
BadUrl: Attempt to open 'file:/
(Previously failed with UnsafeUrlSeen like in OOPS-2033SMS6)

Optimistically marking as Fix released. It didn't happened ever since the end of July. And a lot of refactoring around safe_open landed in revision 13652 (as a fix for bug 820453). The OOPS happened with r13503.
