LP apps are having difficulties shutting down cleanly

note the multiple failures. Not just failing to stop; but failing to accept a TERM and finally triggering a KILL

In and of itself, that's vexing, vs truly problematic. Where it's painful, is that it massively delays the rollout. As we're paused for 30 seconds waiting for a clean service shutdown.

On a working cleanly shutdown, each service is down within 1-2 seconds of the previous.

A secondary side effect of these delays is that losas get sms pages during the NDT due to the delay from stopping, to start.
