Bug Description
Merge proposals have a really nice feature that will quote an existing comment into the reply box. However, this button is missing from comments on previous iterations of the review, for no apparent good reason.

Turns out this is not quite trivial because the reply would go into the old mp, and it needs to have things adjusted so that it will go into the new active mp. So, throwing it back for now.
