Bug Description

https://answers.launchpad.net/launchpad/+question/156761 explains that the the project owner cannot disable translations for series, even if they were setup by mistake. However, the owner has marked the series as obsolete, which should suffice to disable the UI. Users should not be encouraged to work on something that will not be accepted.

I should state that the project owner can unselect "template is active" from the edit page of each series template to explicitly indicate that translations has stopped. But this state is implicitly true because the series is obsolete.
