Don't invite me to mark a duplicate if it's not allowed

Bug Description
1. Try to mark a bug report as a duplicate when other bug reports are already marked as duplicates of that one.
What happens: Launchpad returns the same form, with an error message like this. "There are other bugs already marked as duplicates of Bug 1452. These bugs should be changed to be duplicates of another bug if you are certain you would like to perform this change."
What should happen: Since Launchpad knows very well that it won't let me mark the bug as a duplicate regardless of what I enter in the form, it shouldn't even offer the form in the first place.
(This bug would be irrelevant if bug 2796 was fixed, and I would prefer that bug be fixed rather than this one.)

Since bug 2796 is marked invalid, and bug 78596 took its place, this one would be irrelevant when 78596 is fixed.
