Bug Description

QuestionEmailJob needs db permissions and possibly a cronscript configuration.

    answertracker user access to question email jobs.

    host that runs jobs.

the second error in the test is a simple fix to my momentary lapse of reason. The first error in the test is bug 775775, which appears the have always been broken.
