The empty +subscriptions page is a dead end

Bug Description
When there are no subscriptions listed on the +subscriptions page, and I don't want to use the "Add subscription" link, it feels as though I'm stuck with no direction of where to go next.
As an experienced Launchpad user I'm used to this kind of dead-end and know that I can follow the breadcrumb or other navigation. However, it would be friendlier to suggest a next step or at least have some explanatory text along the lines of, "You don't have subscriptions to this project's bugs. You can <a href="">add one</a> or <a href="">view all bugs for this project</a>."
