Bug Description
Today, I was curious to look at old Ubuntu releases on Launchpad and I noticed that under the title "Upstream Packaging" the following message exist:
(Warty)
Upstream packaging
18 source packages are linked to registered upstream projects. -18 need linking.
So the problem seems to be that Launchpad is not able to correctly calculate the number of packages needed, but instead it reports a negative of the number of source packages that are already linked.

I think the solution is to remove the content that encourage users to link to upstreams non-development series. Developers do not look at historic information, users should not be encouraged to create it.
