Bug Description
Going to the translations overview of a project page such as:
https:/
I see "Launchpad does not know where APT translates its messages.", but still, the page states that "APT is translated with Open permissions.", which is confusing for both translators and upstreams. If the location is unknown, why state that translations are open?
I'd suggest not showing the permissions policy unless translations are indeed done in Launchpad.
As it is right now, the page simply shows the default permission, which does not make much sense.
