This issue is a continuation of bug 162510. The infrastructure is in place to merge people an team async.
- No check is performed to see if either merge user is already the
subject of a scheduled merge job.
- Update call-sites to use mergeAsync() where appropriate.
- UI to show if a user is the subject of a scheduled merge request.
- ??? Export is_merge_pending to the API.
- Telling interesting parties that a merge has succeeded or failed. |

- Expose is_merge_pending over the API
- Add a guard to ensure a merge cannot be requested is a merge is pending.
- Fix the tests to use person to person, team to team examples. |
