bzr's history-db plugin[1] gives a nice speedup[2] to loggerhead. It's not currently deployed on Launchpad, but perhaps it should be. To do this we need to:
* actually add it as a dependency
* perhaps arrange for it to be tried only for a subset of users or branches
* consider and decide where cache databases will be stored
* check they work correctly across multiple branches/users

* consider and decide on cache databases configuration
* merge the history-db branch into the launchpad branch
* check they work correctly across multiple branches/users
* try very hard to break it
The loggerhead integration for this is not optional: its a one-time migration so its all-in once merged into the Launchpad QA pipeline.
