Bug Description
This is mostly used as a work-item tracker for what is necessary.
The basic summary is that, today, you must upload a source package (via dput) in order to get a binary built for the main archive.
This is one of the steps to finish the UDD workflow. Where you can do your development in a bzr branch, and get that published into the Ubuntu archive, without having to build a deb package as an intermediate step.
