Bug Description

Step A2 of the publisher dirties pockets with uncondemned deletions. But condemnation can be withheld if there remain binaries published, so sources may remain uncondemned over many publisher runs. Presence of an uncondemned source probably shouldn't be sufficient to trigger a full index regeneration every time, as they are fairly expensive.
