Bug Description
Launchpad could automatically remove non-participating answer contacts so that the page lists users who are actually help users.
The Ubuntu list is very long and make display less readable. [Users waste time] on packages, looking if subscribing people are active and if a package is an "orphan" or not. The risk is to link a question to a package, believing someone will answer.
