Bug Description
The "Create packaging recipe" link goes to a new page. This is OK, but it would be much nicer if the form were done in-page with Javascript.

We'll take a look at this after the other high recipe bugs, but if it ends up looking like it is going to be a lot of work, we'll drop it back to medium to unblock the recipe releasing.
