Cannot mark code import invalid - Validation applied to existing field values on +edit-import form

Bug Description

I want to mark https://code.edge.launchpad.net/~atle-goliathdns/newssystem/dev as invalid. But I can't. Because when I try to submit the +edit-import form, it complains "Please use a fully qualified host name." concerning the repository form field. Which currently (erroneously) contains an http URL. If the user was able to submit it at time of requesting the import, stricter validation should not be applied to code import operators reviewing the import.

The workaround, incidentally, is to change the scheme of the URL from http to http.workaround.bug.657988

I've unduped it, because while there is a root cause on the way users are putting stuff in, this is specific to the case where bad data is in the system and one wants to mark the import as bad. One way to fix this would be to allow deletion of such things; another to only validate changed fields.
